Inclusive and Successful Digital Transformation for All – DIGITAL ALL (North Macedonia)

Overview

As the City of Skopje began offering subsidies and grants through online applications, not everyone could follow. Between December 2020 and May 2022, SmartUp set up an e-government support centre within the City's existing Info Center, so residents, craftspeople, civil society organisations and others had somewhere to turn for help with digital city services. We implemented the project as a sub-grantee in the ICEDA programme (Increasing Civic Engagement in the Digital Agenda).

The centre was open to the public on weekdays from 10 am to 3 pm and answered requests by email and phone. It also had its own web portal with information about the support available. Alongside it, we worked with city staff to improve the services themselves, including a new register of civil society organisations.

The challenge

Getting everyone through online applications

Subsidy and grant applications were moving online. Residents, craftspeople and organisations needed practical help to complete them, and the City needed a way to offer that help.

Protecting applicants' personal data

Applications meant collecting personal documents, including ID cards. After consulting the Personal Data Protection Agency, the City formed a commission that deleted them once cases were closed.

Keeping a new service running

The centre needed clear roles and a long-term owner so that it could continue once the project ended.

Activities and methods

The project drew on several of our service areas. We piloted and ran a support centre, built digital tools around it, trained the City team, co-designed better services with the administration and prepared the handover.

  • Pilots, implementation and scaling. From December 2020 to February 2021 we set up the centre in the City's Info Center with two technical support agents and the equipment they needed. Through to November 2021 the agents guided applicants through subsidy calls for inverters, bicycles, e-scooters, craftspeople and chimney cleaning, and through grant calls in education, entrepreneurship, culture and civil society. They also helped people correct or add documents requested by the City commission.
  • Digital platforms and tools. We gave residents and organisations three ways in: a helpdesk by email and phone, in-person meetings where needed, and a dedicated web portal with information about the support available and access to digital city services.
  • Capacity building and learning. Between January and July 2021 we trained the two agents, ran three trainings for city administration on the web platform and held a session for the City commission on accessing and working with the data. Eight trainings and workshops in total, including the co-design workshops below.
  • Co-creation and innovation processes. Three workshops with the agents and city administration designed new public calls for grants and subsidies together. We proposed a redesign of the "Request for correct address" service, with new wording and format to meet national e-services requirements and be easier to use. We also designed a new public service, an online register of civil society organisations.
  • Communication and handover. We published news about the centre, produced two promotional posters, held an official opening with the City and kept social media updated. After the change in city leadership we presented the centre to the new mayor and discussed next steps, so the City could carry the work forward.

Impact and learning

A working support centre. The e-government support centre was established with two full-time technical agents and the equipment they needed, and handled applicants' questions by email and phone every working day.

Stronger digital skills. Eight trainings and workshops for the agents and city administration on the e-services web portal improved the digital skills of 10 people from civil society and local administration.

Better services. The new register of civil society organisations made it simpler for organisations to find and use the City's services, and the proposed redesign of the "Request for correct address" service set out how it could be made more user-centred.

Support for city calls. The centre helped applicants through the City of Skopje's public calls for subsidies and grants across craftspeople, chimney cleaning, education, entrepreneurship, culture, civil society, inverters, bicycles and e-scooters.

What continues. The project made the City's administration more aware of the need to offer services online and to support people in using them. The City went on to build its own e-services platform, which also includes citizen support, and remains responsible for the centre for as long as it offers e-services.

Lesson learned. Agree roles, information flow and a route to long-term ownership in writing at the start of a partnership, for example through a memorandum of cooperation. That clarity helps a service outlast the project that created it.
