EmpowerED Digital Self-Evaluation Tool

Overview

SmartUp designed, developed, and deployed EmpowerED, North Macedonia's first digital platform for teacher self-evaluation and professional development planning — replacing a fragmented paper-based process with an evidence-based system now adopted at national level. Built through a co-creation process with teachers, the Ministry of Education and Science, and the Bureau for Development of Education, the platform lets teachers self-assess against the national competency framework and automatically generate personalized development plans, while giving schools and authorities real-time dashboards to plan training based on actual data.

SmartUp piloted the platform across 20 primary schools, engaging 1,294 teachers and 163 Teacher Professional Development Team members, with 96.14% completing full development plans. To secure the platform's long-term impact, SmartUp signed a Memorandum of Understanding with the Ministry of Education and Science and the Bureau for Development of Education, deployed the platform on government infrastructure, and transferred full ownership to the Bureau for national rollout.

The challenge

Teachers struggled to conduct meaningful self-evaluation and translate results into individualized professional development plans using the existing paper-based process.

Professional development planning was largely administrative and insufficiently linked to teachers' actual competency gaps, reducing the effectiveness of training opportunities.

Schools and educational authorities lacked reliable, aggregated data on teachers' professional development needs, limiting strategic planning and evidence-based decision-making.

Existing systems did not provide efficient digital tools to support competency-based teacher development, monitoring, and institutional planning at school and national levels.

Activities and methods

1. Developed and co-created a digital self-evaluation platform aligned with the national teacher competency framework, enabling teachers to complete competency-based self-assessments and automatically generate personalized Individual Professional Development Plans.

2. Successfully piloted the platform in 20 primary schools, engaging 1,294 teachers and 163 members of Teacher Professional Development Teams, with 1,244 teachers (96.14%) successfully completing their professional development plans.

3. Established a centralized Teacher Needs Database that provides anonymized, aggregated data on teachers' competency gaps and professional development priorities, supporting evidence-based planning at both school and national levels.

4. Developed administrative dashboards that enable schools and the Bureau for Development of Education to monitor professional development needs, analyze competency trends, and prepare data-driven professional development programmes.

5. Strengthened institutional ownership and long-term sustainability by signing a Memorandum of Understanding with the Ministry of Education and Science and the Bureau for Development of Education, deploying the platform on government infrastructure, and transferring the complete source code and ownership to the Bureau for national implementation.

Impact and learning

EmpowerED introduced the first comprehensive digital system for teacher self-evaluation and professional development planning in North Macedonia, replacing a fragmented paper-based process with a transparent, user-friendly, and evidence-based solution. Through a participatory co-creation process involving teachers, school leaders, educational experts, software developers, the Ministry of Education and Science, and the Bureau for Development of Education, the project ensured that the platform responded to real classroom and institutional needs.

The pilot implementation demonstrated exceptionally high user acceptance, with over 96% of participating teachers successfully completing their professional development plans and the vast majority reporting improved understanding, motivation, and confidence in the self-evaluation process. Schools gained access to real-time analytical dashboards that significantly improved planning, monitoring, and reporting of teachers' professional development needs, while the Bureau for Development of Education confirmed the platform's value as a national evidence base for planning future teacher training programmes.

By establishing a national Teacher Needs Database and transferring ownership of the platform to the Bureau for Development of Education, EmpowerED created a sustainable foundation for data-driven teacher professional development. The project demonstrated how digital innovation can strengthen both individual teacher growth and system-level decision-making, creating opportunities for nationwide implementation and long-term improvement of teacher professional development across North Macedonia.
