Climate ChangePathways2Resilience: Resilient Kumanovo: Building Kumanovo’s Climate Readiness
Overview
Flooding and stormwater management are at the centre of Kumanovo’s climate resilience work. Drought and water scarcity are closely connected challenges and are being addressed within a broader approach to water resilience.
Through the Pathways2Resilience programme, the Municipality of Kumanovo is developing a Climate Resilience Strategy, Action Plan and Investment Plan. The process builds on existing climate assessments, technical studies and municipal priorities to move from analysis towards coordinated adaptation measures and investment planning.
SmartUp works in partnership with the Municipality of Kumanovo, providing methodological and project management support, evidence synthesis, stakeholder engagement, workshop facilitation and capacity building throughout the resilience planning process.
The challenge
Moving from flood-risk analysis to implementation
Kumanovo already has technical analysis of flood risk and a set of prioritised interventions. The next challenge is to build on this foundation, address remaining technical and implementation gaps, and develop a coordinated approach to river management, stormwater drainage, retention, maintenance and flood preparedness.
Addressing connected water challenges
Drought and water scarcity are closely linked to the wider management of water resources. The resilience process therefore considers flooding and water scarcity together, including how water is retained, distributed and used across the municipality and wider catchment.
Turning existing knowledge into action
Kumanovo has a substantial base of climate assessments, municipal plans and technical studies. The key challenge is to connect this evidence into a coherent resilience pathway with clear priorities, responsibilities, sequencing, financing needs and implementation arrangements.
Activities and methods
SmartUp supports the Municipality throughout the Pathways2Resilience process by combining evidence review, stakeholder engagement, participatory planning and capacity building.
Our work includes:
- Preparing the Baseline Assessment jointly with the Municipality, bringing together existing climate data, municipal strategies, technical studies and stakeholder input.
- Facilitating stakeholder participation through workshops that explore climate risks, priorities, future scenarios and possible resilience measures.
- Strengthening local capacity by supporting the municipal project team in applying the Pathways2Resilience methodology and tools.
- Supporting the resilience planning process by connecting baseline findings, stakeholder input and expert analysis with the Strategy, Action Plan and Investment Plan.
A multidisciplinary expert team will provide specialised expertise in integrated water management and climate adaptation, hydrology and flood-risk management, and investment and financial planning.
Impact and learning
The project will support the Municipality of Kumanovo in developing three connected planning documents:
Climate Resilience Strategy
Defines the municipality’s long-term resilience direction, strategic objectives and adaptation pathways, with a primary focus on flood and stormwater resilience and its connection with drought and water security.
Climate Resilience Action Plan
Translates the strategic priorities into a prioritised set of measures, responsibilities, timelines, indicators and implementation steps.
Climate Resilience Investment Plan
Develops the investment and financial framework for the prioritised measures, including indicative costs, financing needs, potential funding sources and project-preparation requirements.
The project will also support the further development and assessment of priority investment measures, helping the Municipality identify which interventions are ready to move forward and which require additional technical preparation, financing or coordination.
